Scott has been with RCS for 35 years, and helped lead California in conducting Impact Fee Studies. Scott assists cities identify essential infrastructure and produces Master Facilities Plans.
Chu is the jack of all trades, performing fee studies as city staff as well as consultant. He focuses on successful adoption of legally defensible, easy to understand user fees and impact fees.
Greg is part of the next generation of RCS to conduct Impact Fee Studies. Although he is the RCS team's newest partner, he has generated millions in fee revenue for cities since 2020.
