PROJECT HIGHLIGHTS

CITY OF GARDENA
The City of Gardena City Council updated their User Fee Schedule in June 2025 based on the recommendations in the RCS Cost of Service Study. RCS helped identify and streamline many user fee services for the City.

CITY OF LONG BEACH
Starting in 2019 and concluding in 2025, RCS conducted a phased multi-year review of all City department User Fees. Long Beach has over 3,500 user fees which generate millions of dollars in revenues. This process provided defensibility and transparency to the City's fees, as well as consistency across the many departments.

CITY OF SANTA ANA
RCS completed a full recalibration of Santa Ana’s Development Impact Fee program, consolidating legacy transportation districts, drainage areas, and park overlays into a unified citywide structure. The study also aligns the City’s Capital Improvement Plan with updated land use forecasts and service-level metrics, strengthening nexus documentation for a large urban jurisdiction. The result is a modern, data-driven framework that supports infill growth while preserving established levels of service.

CITY OF SAN MARINO
The City of San Marino City Council updated their User Fee Schedule in May 2025 based on the recommendations in the RCS Cost of Service Study, including updating the Recreation Facility Rental fees.

CITY OF PARAMOUNT
The City of Paramount City Council updated their User Fee Schedule in November 2024 based on the recommendations in the RCS Cost of Service Study, resulting in almost $900,000 in annual new revenue.

CITY OF BARSTOW
The City of Barstow City Council approved an updated Development Impact Fee program in March 2026 based on the RCS Development Impact Fee Calculation and Nexus Study. The first comprehensive DIF update since 2007, the study brought Barstow's Law Enforcement, Fire, Circulation, Storm Drain, and Wastewater programs into compliance with the Mitigation Fee Act and AB 602 — including establishing Wastewater impact fees for the first time — and is sized to fund approximately $305 million in growth-related infrastructure at buildout.
